Kogami Shinya is a former Inspector and an Enforcer of the Public Safety Bureau's Division 1 team. He is a highly skilled individual in many aspects. Not only detective work, but hand to hand combat and a strategic genius. He has a talent for detective work and his ability to solve cases makes him a valuable member is the Division 1 team. He is also a subordinate to his childhood friend, Nobuchika Ginoza, who is an Inspector and lead officer for the team. Even though a lot of the time the two seem to clash, they respect each other's opinions and hold each other in high regard when it comes to police work. Kogami is very smooth and cool almost all of the time and provides critical insight into the workings of a criminal mind. Although he takes risks, it seems fortune favours him and a lot of the time this pays off.

In the past when he was an inspector, he had developed a close relationship with one of his enforcers, Mitsuru Sasayama. Eventually he witnessed Sasayama die a horrible death while working a case, and due to their strong bond, Kogami's Crime Coefficient skyrocketed. He was then demoted to an enforcer himself after becoming a latent criminal.

Since, he has developed a strong relationship with Rookie enforcer, Akane Tsunemori. Their first mission together was a real wake up call for Kogami, after he was incapacitated by Tsunemori's dominator. He discovered he no longer has nothing to lose and is enlightened to the fact he may one day become an enforcer again. From that moment he developed into a man Tsunemori could trust with her life and she in turn gave him more freedom to work as he liked.
